Increase human capability. Reduce planetary cost.

Executive finding

The Earth is not literally “dying”, and collapse is not scientifically inevitable. The material risk is that human activity is degrading several systems that support stable societies while increasing exposure to climate, ecological, health, infrastructure and geopolitical shocks.

The strongest 2026–2030 strategy is not to wait for a single breakthrough. It is to deploy mature mitigation and resilience technologies faster, measure lifecycle impacts honestly, and govern low-probability/high-consequence risks independently of short-term market cycles.

Ten priorities

  1. 01Drive a sustained decline in fossil CO2 emissions.
  2. 02Cut methane rapidly across fossil-energy, waste and agricultural systems.
  3. 03Accelerate clean power, grids, storage and demand flexibility.
  4. 04Accelerate energy efficiency across buildings, industry, transport and compute.
  5. 05Electrify end uses where direct electrification is technically and economically sound.
  6. 06Protect high-integrity ecosystems before relying on restoration or offsets.
  7. 07Reform food, fertilizer, soil, water and food-waste systems together.
  8. 08Universalize adaptation, early-warning and infrastructure resilience.
  9. 09Move material systems toward durable, repairable and circular design.
  10. 10Maintain dedicated governance for nuclear, biological, frontier-AI and planetary-defence risks.

Resource-aware AI

Digital is not automatically sustainable. The default hierarchy is deterministic logic or cache where sufficient, then small/local or specialized models, and larger general models only when quality, privacy, safety and latency requirements justify the additional resource cost.

Environmental claims must distinguish MEASURED, ESTIMATED and MODELLED values. No avoided-emissions claim is valid without a documented baseline and credible counterfactual.

Sustainable Type I Civilization

Energy throughput alone is an incomplete definition of civilizational maturity. The proposed framework tracks six transparent dimensions and deliberately avoids a single composite score until weighting, normalization and uncertainty treatment survive independent review.
